Most of the women were well-dressed in a fashionable sense, but this woman is well-dressed in an authentic, historical sense. She truly looks war-weary, and shows the hardship that must have been common in the civilian camps. The fancy hat and dress at left suggests a stark contrast among social classes, and the woman appears hardened by the inequity and indifference. A nod goes to Walker Evans here.
